The project passed with two oppositions.
A proposed new build on Encelia Drive passed on its second appearance at the La Jolla Development Permit Review Committee Nov 19, after reviewers asked Nov 12 for more information about landscaping and other plans.
The requested permit for 7231 Encelia Dr would demolish a 3,500-square-foot single dwelling unit and construct a 11,043 square-foot single dwelling unit over a basement with associated site work.
The current house, built in 1964, is one story; the new home would be two stories over the basement, according to architect Claude Anthony Marengo.
Marengo presented details about pool equipment and updated renderings showing landscape plans Nov 19, noting the sculpture garden, water features and succulents that align with a “soft, Zen, Japanese style.”
There will be a Zen rake garden, sitting area and grass for a dog under the raised pool, Marengo said.
For drainage, there are area drains on all walkways, he said, collected in an underground catch basin, which also serves roof drainage.
Calling the project “very creative for the wrong site,” DPR member Angeles Leira said the design does not fit in with the “hilly” topography of the Encelia neighborhood.
The motion to approve the project passed with Leira and Diane Kane voting against without further comment.
