The federal indictment alleges Brett Rosen and Deborah Rosen engaged in a multiyear, “massive” scheme to make millions of dollars.
La Jolla couple Brett Rosen, 45, and Deborah Rosen, 44, have been indicted by a federal grand jury on 24 counts including conspiracy, securities fraud and money laundering.
Through their joint investment business, RB Capital Partners, Inc, the Rosens allegedly engaged in a market manipulation scheme through financing, promoting and selling the stock of six publicly-traded companies since 2020: Optec International, Inc; Sunshine Biopharma, Inc; BlockQuarry Corp; Solar Integrated Roofing Corp; Cyberlux Corp; and Ilustrato Pictures International, Inc.


The indictment alleges that the Rosens provided false information about their financing of these companies to encourage public investment in the six companies while the couple secretly dumped their own stock to make millions of dollars, according to the US Attorney’s Office, Southern District of California.
The court documents state the Rosens used the profits of their “massive securities fraud scheme to fund their lofty lifestyle,” including a multi-million dollar La Jolla home.
If convicted, the charges carry maximum penalties of 20 years in prison and millions of dollars in fines.
